General Rules of Interpretation (GRI)

The rules that determine how products are classified under the Harmonized System

GRI 1

Classification by terms of headings and section/chapter notes. Most commonly used rule.

GRI 2

Incomplete/unassembled articles classified with complete articles if they have essential character.

GRI 3

For goods in multiple headings: (a) most specific, (b) essential character, (c) last in numerical order.

GRI 6

Subheading classification uses same rules (GRI 1-5) with subheading texts.
